The programme BG-RRP-4.026 "National Household Renewable Energy Support Scheme" has now published the results of the evaluation, with a total of 1 800 applicants having submitted applications, of which 200 have been rejected. Concluding a funding agreement
The first step after approval is the conclusion of a financing contract for the PV system with the relevant administrative body - the Ministry of Energy. You will be given a declaration form to sign and you will have to provide a new certificate of no debt from the municipality. After sending the documents, you will receive the contract for signature.
Changes to the offer for the photovoltaic system
Any changes to the original offer for the supply and installation of equipment must be confirmed by an addendum to the contract. Updated offers must maintain the same price and technical parameters or offer better price (while maintaining technical) or technical (while maintaining price) parameters. Changes to the contract budget resulting in an increase in the originally agreed percentage of grant funding are not eligible.
Implementation of the PV system project
Once the contract has been signed, the PV system project must be completed within the specified period, which must not exceed 18 months from the effective date of the contract.
Request for payment and reporting
For systems that have already been constructed prior to the submission of a request for funding, the payment request and reporting must be submitted within 1 month after the conclusion of the contract. For systems that are being built after the conclusion of the contract, these documents must be submitted within 1 month after the project implementation deadline specified in the financing contract.

According to the terms of the programme BG-RRP-4.026 for the financing of household PV systems, each beneficiary shall initially finance the construction of the system with its own funds. Thereafter, based on an approved final payment request, grant funding is provided by the Ministry of Energy, within 30 days of the date of receipt of the payment request.
Procedure for construction
- In order to prove the construction of the PV system, the beneficiary must submit the following documents:
- Acceptance report: A document which must contain the name and certificate number of the person who installed the system.
- A declaration signed by the homeowner and the contractor of the system, in accordance with Article 151(1) of the Law on Spatial Planning. Article 151(10), second sentence of the Planning Act.
- Evidence of notification to the chief architect of the municipality and the electricity distribution network operator: documents necessary to prove that the relevant administrative authorities have been notified.
- Invoices for delivery and installation of the equipment: Original invoices or other documents for the purchase and installation of the PV system.
- Payment documents: Receipts or copies of payment orders confirming payments made for the system.
Maintenance and Accounts Payable
According to the financing contract, the beneficiary is obliged to maintain the PV system in operation for at least 5 years. During this period, it is forbidden to cease the production, consumption and storage of electricity or to sublet or lease the system to third parties. The dwelling in which the system is installed must be used for residential purposes only and there must be no legal entity registered at the address of the dwelling.
Transfer of Ownership
If ownership of the property is transferred prior to the end of the 5-year funding period, the recipient must secure the new owner's agreement and signing of a contract or contractual clause to ensure compliance with the terms of the program for the remainder of the period.
Failure to comply with these obligations will result in a requirement to repay the grant awarded. Regular on-the-spot checks, including unannounced ones, will be carried out to ensure that the funding is used appropriately.
System insurance
The final beneficiary is responsible for insuring the system against various risks such as theft, deliberate acts of third parties, fire and other natural disasters for a minimum of 5 years from the date of receipt of the grant.
