In early 2024, Bulgarian businesses in transition regions gained access to one of the most significant tools for technological modernization – procedure BG16FFPR003-4.011 "Support for Photovoltaic Systems and Electrical Energy Storage Facilities". As part of the "Regional Development" Programme 2021-2027, this measure provides a budget of over BGN 141 million for the decarbonization and enhanced competitiveness of micro, small, and medium-sized enterprises (SMEs).
Unlike previous programs, the focus here is not merely on installing panels, but on creating comprehensive, smart energy ecosystems. Territorial Scope and Eligible Applicants
The procedure is strictly targeted and focused on the regions most affected by the climate transition. Eligible applicants are traders within the meaning of the Commerce Act or the Cooperatives Act, which qualify as micro, small, or medium-sized enterprises (SMEs). It is important to note that the geographical scope varies depending on the specific application component, but the primary focus is on three main districts.
Main Eligible Territories:
- Pernik District: All municipalities.
- Kyustendil District: All municipalities.
- Stara Zagora District and neighboring areas: Here, the scope is expanded to include not only all municipalities in Stara Zagora but also the municipalities of Nova Zagora, Yambol, Simeonovgrad, Harmanli, Topolovgrad, Dimitrovgrad, Haskovo, Elhovo, Sliven, and Tundzha.
Technical Requirements: Mandatory Combination of RES and Batteries
The key characteristic of this procedure is the requirement for a comprehensive approach. Funding for standalone photovoltaic power plants is not permitted. The investment proposal must strictly include the supply and installation of electrical energy storage facilities (batteries). This ensures that enterprises will not only produce green energy but also be able to manage it effectively.

Two Funding Components Based on Business Goals
The procedure is flexible and offers two different directions (components), depending on whether the enterprise plans to sell the energy or use it strictly for its own needs. The choice of component determines both the maximum allowable capacity and the geographical restrictions.
Component 1: Energy for Self-Consumption
- Objective: Production of energy solely for the needs of the enterprise (without the right to sell).
- Eligible Regions: All those listed above (Pernik, Kyustendil, Stara Zagora, and adjacent municipalities).
- Maximum Capacity: Up to 1 MW.
Component 2: Energy Production and Trading
- Objective: The ability to sell the generated electricity.
- Eligible Regions: Limited scope – ONLY for the Stara Zagora District and the listed neighboring municipalities (Nova Zagora, Yambol, Haskovo, Sliven, etc.). Pernik and Kyustendil districts are NOT eligible under this component.
- Maximum Capacity: Up to 5 MW.
Financial Conditions and Aid Intensity
The grant funding covers a significant portion of the initial investment, which drastically reduces the project's payback period. The funding percentages depend on the selected state aid regime and the enterprise category, with the maximum values under the "regional investment aid" regime being as follows:
- Micro and small enterprises: Up to 60-65% grant funding.
- Medium-sized enterprises: Up to 50-55% grant funding.
- Large enterprises: Not eligible applicants under this procedure (only special purpose vehicles or partnerships are allowed, but with a lower aid percentage).
